Turku Tramway has selected partners for the planning of the rolling stock procurement

Turku Tramway Ltd. has selected InTransit Mobility Engineering AB, Ramboll Finland Oy and WSP Finland Oy as its partners for the planning of the procurement of tramway rolling stock. The framework agreement covers expertise in the technical specification of the tramway rolling stock tender, life cycle modelling and life cycle calculations, as well as in the selection of materials and components for the trams.

The framework agreement is valid until February 2026. Turku Tramway Ltd. may extend the contract by four one-year option periods, if the Turku City Council makes a positive investment decision on the tramway project in late 2025.

The procurement of trams is prepared well in advance so that trams can be purchased in parallel with the construction of the tramway after a possible investment decision. During the procurement of the rolling stock, information on the specifications and budget for trams will be refined from the previous planning phases.

We will seek for the most suitable trolleys for Turku

The procurement of trams is a long process. The tendering process for the trams takes about 2 years, after which the trams will take about 2-3 years to be manufactured.

The partners selected now will ensure a high-quality procurement. All three companies have been involved in recent tram procurement projects e.g. in Finland, Sweden and Denmark. The companies were required to have experience in tram procurement specifically for Nordic cities.

“We received very good bids for our tender. We are looking for trams which use solutions that have been tried and tested in other tram cities. We will purchase a relatively small number of vehicles, so it is important for us to find the type that is best suited to Turku, that is reliable in operation and has low operating costs over its entire life cycle. The partners we chose ensure that we can achieve our goals”, says Ville Sjöholm, Rolling Stock Expert at Turku Tramway Ltd.

For the selection of the tram supplier, the purchase and maintenance costs over the entire life cycle of the trams in considered, as well as qualitative factors that will be determined as the procurement progresses. Qualitative factors may include passenger capacity, travel comfort, quality and quantity of multifunctional spaces, accessibility, noise level, ease of maintenance or responsibility.

Trams are needed in good time before the start of operation for infrastructure commissioning and for training of drivers.
